Fishing:
There really isn't any fishing going on that time of year. Halibut is May, Sturgeon is May-June, Salmon is May, July-September. The only thing that really is going on is winter steelhead fishing, but there aren't any charters for it. There are probably guides for it, but they would be in the Longview/Vancouver area. So, if you could find a boat in the longview/vancouver area, apparently there is Steelhead! Sorry that's the best answer I could get for you.
Maybe some of the locals will be able to help you more.

Hey no worries! I also called fish & wildlife & they told me about the Cascade Peninsula. I hear its a helluva drive, though. I might just drop a line in the Nisqually River.
