Ok, I heard from my friend in Washington, and here is his quiote...

So, if you could find a boat in the longview/vancouver area, apparently there is Steelhead! Sorry that's the best answer I could get for you.
Maybe some of the locals will be able to help you more.

Hey no worries! I also called fish & wildlife & they told me about the Cascade Peninsula. I hear its a helluva drive, though. I might just drop a line in the Nisqually River.
