what is that bucket with the plant in it and the bag of rocks? how does that interact with the flow between fishtank and growbed?

I certainly don't think too much light is the issue, the seedlings looked leggy but its not much to go on. It might just be that the system is young, so patience and persistence. If the fish are happy and healthy then the project is going successfully, it takes quite a time to get the nutrient levels up, and plant deaths are not an issue, eventually they should grow well.

Lettuce is a plant that likes cooler temps and I'm guessing that the media is getting pretty warm when the sun hits it. The air temp might also be pretty high even if the water temp isn't too bad. If these are new plants then they may not be able to get enough water. They can also have troubles cooling themselves well for other reasons, like a lack of stomates (the openings on leaves). Either way they need time to adjust and they should improve if they make it through this period.
