You've got aphids! Annoying little sap-sucking buggers.

Short term solution: set your hose spray gun to 'jet', or just put your thumb over the end of the hose to produce a thin hard jet of water, and wash them off your plants. Leftover aphids can be squashed or flicked off by hand.

Long term solution: encourage ladybugs or some other predatory insect to eat them. Also, keep an eye out for ants - they often 'farm' aphids, protecting them from predators and moving them from plant to plant, to get the sugary liquid the aphids pee out. If you have ants wandering over your growbeds, make sure they aren't actually nesting in your growbeds (flood them out if they are) and use tanglefoot glue or petroleum jelly or similar to prevent them from climbing up. (Or set baits for them, just make sure they're not somewhere pets or children can pick them up.)
