When I set up my grow bed, how much below the top of the media should the water be? Also, if the water doesn't go up to the top of the media (hydroton) can you just drop seeds on top and expect them to grow without getting wet?

..
2" :-)

Some folk get plants to grow from seed dropped on top - I have not had great luck..
My latest attempt - last week.. I FLOODED the bed to above the EC, so that the tiny seeds might be washed down lower, when drained.. :dontknow:

oneshot,

A couple of other techniques folks use:

Seeding in little "jiffy" grow pellets:

And putting the seeds not on the very top, but down at the water level:

Experiement to see what works best for you and your system!

i dropped a small handful of cos lettuce seeds into my grow bed just to see what happened. they bloody went mad. Have so many baby cos lettuces growing ATM. water level has always been 25-30mm below surface, never flooded. Did have some unseasonable rain that would have moved some lower into the media though. Maybe drop some in (we got over 1k seeds in a $2.50 seed pack) and hand water them in?
