I have recently completed an Arduino based timer for controlling my two aquaponics pumps and an aerator. I will also later be adding control for an automatic fish feeder. It uses an Arduino Uno, 4 digit seven segment display, and 240 v solid state control (2Amps) from Ebay for around US$5. Veroboard, switches and resistors were another $5. The biggest cost was the box for around $15. I can adjust the pump duration by one minute resolution to switch on every hour. It just uses a 100ms timer interrupt for the clock at present and is accurate to around one minute per day - good enough for what I want. I could use a real time clock module for another $5 if I wanted to be pedantic.
