I know some are aphids, but not sure if the white is a parasite or another pest?
Also, something with wings that looks like a fly or wasp? I didn't include it in picture.

Can't tell from the photo. Could be some sort of aphid, mealy bug, or white flies among other things. Sorry I can't give you more to go on

Yeah, I know it's not the best. Trying to take it with my phone looking through the hand lens. I see aphids for sure, all stages. But, I also see lots of white fuzzy looking stuff as well as black stuff that looks like it's on top of some of the aphids. Also, the 1 lace winged type fly with long wings wasn't something I recognized either. It wasn't the encarsia wasps.

Looks like it could be scale perhaps? Look up scale on pepper plants and see if that looks about right, hard to tell from your pic..
