Probably works either way. The toxin is inside the bacteria so if the bacteria is eaten, the caterpillar becomes paralyzed.

Seems like a light spray would stay on the leaves better than sprinkling dry but it must work.

FYI - My guess is that the bacteria are freeze dried and the addition of water rehydrates them. I'm not sure but I think this process preserves them and they are viable as prepared in the package. Whether they stay that way for very long once they've been re-hydrated :dontknow:

The dry powder would most likely be a dormant stage like hibernation.

When the water is added they wakeup. With out appropriate food or conditions they will then die but appropriate conditions I imagine would be pretty easy to achieve. I imagine just a bit of moisture or humidity would keep them going for some time.

smathew, you may have a different strain of it to us, the version I use is dormant in the packet and needs water to become active.

It was during summer, but not ultra hot, and I sprayed it on at twilight. It didn't end well.
