Hmm, hang on. Sorry to be a dog on a bone, but I want to get this clear in my head before I build my next system.
I didn't express myself well the first time. Let me try to be clearer.
The bulkhead exiting the FT is clearly some way below the water level of the FT, so whilst the flow FT->SF can be regulated (even halted) using the valve, the rest state (pump off, valve open) of the FT water level is the bottom of the bulkhead. So if you wanted to make the constant height (the CH in CHIFT) of the FT higher, you'd just put the bulkhead higher on the wall of the FT. Is that correct?

It really does not matter where the bulkhead fitting is placed as our water table remains constant above the fitting. The water coming back in is at the same rate as the out flow. I placed mine bulkhead fitting at this level due to the fact that we have power outages in our area and I wanted to make sure the tank does not dip below the fitting and drain out to a dangerous level. We are going to be working on a solar power backup system as a precaution.

Korahs this may be a stupid question, are the GB a flood and drain? how big is your sump? and what is the GPH of your pump? this is a VERY similar built to what i would like to have.

Yes it is a flood and drain system with the bell siphons working well. The Sump tank is only 40 Gallons, and the Sump pump is 1/3 HP 2650 GPH.

Korahs, have you timed the flood and drain cycle in the grow beds? Have you had any issues with to much or not enough water with the 40 gallon sump and 8 half barrels?

My drain cycle averages every 15 minutes, varies 2-3 minutes per bed. The sump pump has a float valve that helps keep things from flooding over. The return is doing great. We started out with smaller pumps that ran off the solar panels and they were not able to handle the volume of water so we upgraded to a larger one. I have not had a problem since, but later on I may upgrade the sump tank to a larger one just to make sure all is well.

gotcha! I am planning an IBC tote FT, 6 half barrels for GB, and a full 55 gallon barrel for sump. I am just not sure the sump will keep up with the grow beds

Ours is IBC FT, IBC growbed and 4 half barrel growbeds.
55 gallon sump.

The sump is right at the limit right now. We're putting in 2 1/2 IBC sumps this weekend.
