Found an infestation of bugs on my stand pipe, was wondering if anyone could identify them.

Mostly Black fly pupae (Simulidae) I think. See the bottom pic here - http://www.troutnut.com/hatch/884/True-Fly-Simuliidae-Black-Flies

These are pretty common in AP systems.

I would go with Midge larva.
Ive seen Joel say midge larva with a similar picture in the past, i have also had these exact things in my pipes and biofilter, when i lift the lid of my biofiter i get hundreds of midges fly out, you will mostly find the larva where the water is running, staying mostly away from still water areas.
they basically look like mozzies without the probiscus.

You will not have any problems leaving them.

Im not sure on lavae. These seem to have small shells and stick the the standpipe.

Yes but they can move too, if you sit there patientlly and watch enough of them, some will move on occasions. they are not a coccoon or anything.

Or if you turn your system off, they will move from the dry area back to where the nearest water is.

Midge is a non-specific term but includes black flies and other types of flies so were in the same ball park. Looking at the picture I think you can see both larvae and pupae.
