Digging deep should help at least. I'm not sure what the frost line is there but I recall something about foundations having to be at least 4 feet deep there (Not sure but I think that's right). I knew a farmer who grew plants in a pit greenhouse there, mostly tropicals and it worked pretty well. You'll still have to heat but not as much - He had to maintain 55 F.
