I'm about to swap the goldfish for 30 Silver Perch & 4 Catfish fingerlings would it be a good idea to salt the system before adding the new fish?

Yep!... One part per thousand of sea salt (pool salt), ie: 1gm per litre of water, or 1kg per 1000L of water.

just note that if any fish look to be getting sick etc can go higher up to 3-5ppt if they are getting certain problems.
