There are devices which can be used to measure dissolved oxygen. Probably too expensive for the average backyard enthusiast.

Much cheaper to run an air pump with the aim to provide too much oxygen.

The O2 meters are spendy, but there are cheap-er chemical oxygen test kits. Hach OX-2P is around $77. Lamotte 5860-01 is $52. Both use titration, and for the results to be accurate you really need to follow the directions closely.
