Are Koi preferable to regular goldfish because they grow bigger? Do they cost a lot more?

Really?! I'm sure I have seen them in ponds at gardens, etc

Glenwaters Fish Hatchery in Glen Burn (up past Toolangi on the Melba Hwy) had cats last year. Maybe that's closer? He delivers too.

People have them, especially the asian community, they are still illegal.
