Don't know what blue foam board is but the last time I cut expanded polystyrene was with a soldering iron with a thin copper tube forced over the tip and then bashed flat to produce a blade. It worked but I don't think healthy. :)

filleting knife is what I normally use to cut foam.

I wonder if this technique can be applied to a metal pipe to cut holes in the foam for the net pots? Got to be careful though. Could be dangerous if not done right.

We used a thin piece of plywood as a template, then a piece of aluminium tube for a cutter. Use some heavy duty gloves and a gas burner to heat the pipe, then shove it through the hole in the wood. We found that you could cut through 2-3 sheets at a time, and with practice, you could cut a fair few holes without having to heat the pipe again.
