I have not seen expanded shale in bulk here in the southwest. Volcanic rock, aka cinder, is usually the least expensive option. The only drawback is that it is hard on your hands, even with gloves on. Still, I use it, and would probably still continue to do so. Unless I run into a lot of money...

I have taken to jamming a scrap piece of large diameter PVC into it, and pulling out the rocks. Then plop the seedling into the grow bed, pull up the PVC, and let the gravel fill in around it.
