I have these pool weights that are called aquablocks. I am not going to be needing them for weights any more. So I thought maybe more nft?

I am having trouble with my lettuce. Am I missing something?
My Tomatoes and Dill are growing wonderfully, very green and beautiful tomatoes.
The lettuce germinates super quick and then just slows to a crawl and the leaves get a rusty color
Any ideas?
