A: Nearly dead fish probably. Not enough O2 in the water? Looks like a survival mechanism rather than playfulness.

They look fine there, maybe they only do it when it is very hot and O2 is driven out of the water due to the temps? Thailand is hot, yes?

Yep, fish hanging around the inlet like that is a sure sign of not enough dissolved oxygen in the water !
