Might be pushing it for Barra over there... Perhaps tilapia or catfish?

Live swimming barras are widely available in Asian supermarkets here in the US, and not too pricey. According to Monterey Bay aquarium, one of our public aquariums and marine research institutes. Barras are widely farmed here in the US. I just couldn't find any supply for fingerlings.
