I went and bought a bag of solar dried salt crystal for about 4 bucks and a hydrometer that shows salinity ppt/ specific gravity. When I tested my system's water (came from the hose) it showed 12 ppt/ 1.08 specific gravity.

My question is do i want ppt to be at 1.0 or specific gravity to be at 1.0?

Did you calibrate your meter?

Tap water at 12 ppt would be salty since seawater is 35ppt.

You want ppt to be 1.0

Sounds like something is wrong there. No way tap water would be that salty - people would be getting sick everywhere and most plants watered with that would be dying.
