and the salt I used had no additives. So far no more deaths. I may add more tomorrow since I did not add much, or I will just wait till I add more water.

I didn't catch the overall tank size, do you have any pics? But don't worry as everyone will lose some fish. Here in Austin our tap water can be over 9+. Once the system is established, it will come down to ~8 even with tap water top-offs. So far I haven't had issues with nutrient lock out. However as a precautionary I occasionally to rarely spray a lite mix of Maxicrop w/ iron onto the leafs with a mister bottle. If you are concerned about the PH level, it's very easy to collect rainwater if you already have gutters. Just get some food-safe 55-gallon drums off craigslist. Mine were previously used for coke syrup so my water smelt like DrPepper for a few months.
As for waiting to plant - I see no need to wait. I once forgot a tomato seeding to cutting in a bucket of water. It grew 3+ feet tall and bloomed a bunch on almost no nutrients in the water. When I saw that I took it and planted it in my system and it took off from there. Yes it will take some time for the bacteria colony to get going, but at least your plants can get rooted and established in the mean time.

maybe your ph isnt going down because your water that you add to the system
the carbonates are too high making it impossible for your ph to lower from the nitrification process

maybe if you havent tried yet try using rainwater or reverse osmosis water to add to your system
