An update:
it has been about 5 weeks since we bought the silver perch, they have been living in a bathtub; all are doing well and have quadrupled in size (at least).

For those of you in Texas who would like to run "above board" and get your permits, you can get help getting permits and also buy the fish. Robert Schmid sent me the following email:

Hello,
Thanks for your interest in tilapia.
Yes,
I can sell you tilapia fingerlings. I only carry O. mossambica. They are not
the most desirable species for food fish, but are the only one that can be
used for forage. (O. mossambica have a bigger head to body ratio than the other
species)
$4/ fish if under 100 fish. You can buy them buy the pound for $8/ pound, 25
pound minimum. You would get more fish that way.
If you want something other than O. mossambica, you may contact Steve
Abernathy at TilTech; tiltech at bellsouth.net , or
Mike Pachetti at AquaSafra; tilapfilet at aol.com
Couple questions; do you have the TDA aquaculture license, the TPWD exotic
species permit, and the TCEQ discharge permit, or exemption? These are all
required to possess tilapia for anything other than forage.
I can assist you with the permitting, if you want. My rate is $40/ hr. The
total of the permits from the respective state agencies is about $250. It would
take me less than 8 hours to get these filled out for you.
If you are interested, please stay in touch.

If you are stocking a private "pond" you do not even need a permit, BTW.

Another update;

the fingerlings have grown well but slowed now that the weather has cooled down somewhat. Less than 1% losses.

They wintered extremely well, minimal losses (about a dozen in total) and growth has been good and continues to this  day.

Pretty hard to tell, they went into the big pool at about 3" at the start of winter and a guestimate now would be about 9½".
