I am now sitting here wondering why I didn't think of that? (granted, I didn't need to do anything as there doesn't seem to really be a nest there.)
Flooding them out may or may no be permanent but I suspect it would probably work. Just have to hope that they don't attack the person putting the hose in place. Would be good to do at dusk.

TC, a CO2 fire extingisher will kill all the wasps, and will leave no residue to hurt anything. We use them at the plant all the time. It is free to us but obviously cost the company. But make sure it is large enough to get the dry ice on all the bees. They way I understand it, wasps cannot take sudden body temperature drops. Supposedly just a few degrees and they are dead.

All these wonderful options. That is why I love this forum.

I've done special effects using CO2 extinguishers, as I recall, My hand holding the nozzle got pretty cold by the time the tank was empty.

secondary effect for the ones that the cold misses is that they probably suffocate
