Someone mentioned in the comments section of that page that it might work better if it were oriented horizontally instead of vertically. How cool would it be to make a windmill that looks like a fish swimming back and forth through the air! The interesting thing about this idea to me is to use a small, low energy oscillation (to aim the wing up and down or left and right) to induce a large, high energy oscillation using the wind's flow past the wing.

Yes, someone in the comments section mentioned that this is similar except rigid. It would be easier to hook a pump up to this though, the belt would work better with electrical generation.

Someone has made a horizontally-flapping tail/wing for tidal power generation. Makes a lot of sense to mimic fish propulsion:
