I found this online, some design data for commercial radial filter:

It seems like inlet water pipe would be a size or two smaller than outlet pipe, the Radial bit about 1/5 the size of cone shape drum,

Depends on your definition of easy and cheap. I managed to put together what I was going to use as a vortex separator for US $40-45. Took a little planning, but it is doable.

I think there's a cheap way to duplicate the design:

1. Use a 5g water jug, cut off the bottom of the jug and fashion some sort of jagged edge.
2. Get a bigger water container.
3. hang that 5g water jug upside down, so jagged side facing up.
