Is it necessary to use both a swirl filter and red worms to eliminate solid waste? I want the maximum amount of nutrients to stay in the grow beds, and it seems like using a swirl filter would eliminate a lot of the worm "food," thereby reducing the amount of nutrients the worms would produce.

Also, if only worms are required to reduce solid waste, will just the worms and plants be enough to keep the fish water crystal clear?

In answer to your question no it's not necessary to use a swirl filter. If you are appropriately stocked with fish to your volume of growbed media just let the solids go straight to the growbed and add some red wrigglers. This way your plants will benefit by having all of the nutrients available
