Both those set ups will work as the CHIFT part of a CHIFT PIST system. (CLIFT PIST or SHIFT PIST or SLIFT PIST)

The top one just uses the pipe inside of a bigger pipe sort of "uplift" drain while the bottom one is the simple T type hole in the side of the tank method. Both work very well as I've tried them both on my aquarium. Either way, constant/stable height/level in the fish tank and the pump in sump tank.

Anyway, I do like the uplift drain term since so far it seems the best suggestion that describes the function without confusing it with other terms like venturi or siphon (perhaps it does technically siphon stuff off the bottom of the tank but we don't want to confuse a newbie into accidentally emptying their fish tank.) *(since the proper way for a newbie to get their feet all wet is while learning about loop siphons or other auto siphons.)

I always thought this was a siphon [from google] A siphon (also spelled syphon) is a continuous tube that allows liquid to drain from a reservoir through an intermediate point that is higher than the reservoir, the flow being driven only by the difference in hydrostatic pressure without any need for pumping. It is necessary that the final end of the tube be lower than the liquid surface in the reservoir.

Yes. So the siphon is not broken. Or unless the pipe goes under the surface level and then back up. This would keep the siphon but the flow would stop.

Really don't think siphon should be used in the name, as in its basic form there is no difference in height (i.e. as per Lynx' diagram the level is...level) and as Lynx suggests its common meaning my lead some to drain their tanks...

Perhaps something that is meaningful [Ell I do think yours is meaningful ;)] and fairly simple:

BDO - bottom draw overflow
BLO - bottom lift overflow
BUO - bottom uplift overflow
UOF - up and overflow

BLO would be my choice...
