Outlet is plugged
New 40mm pipe running from the top of the tank
Added inside piping with one that runs along the bottom with slits in it
Added a snorkel on the syphon
Pump is on full

It now appears to be fine. The sump is going up and down, but its keeping within a 5-10 cm range between cycles.
The grow bed is cycling fairly frequently but at least the entire tank will flow through each hour.

The only other thing I think is upgrading the syphon. I think it is a bit slow but it will do for now.

Looks to me quite simple your siphon is breathing at the top the auction holes should come from the bottom.
