Outcry Over Tax on rain water

Read it this morning and am horrified.

and then there is this quote.
Mr Matthews said in his email: "It is important to think of the capture of water from any source in an integrated way.

"If 1000 homes were to install 5000-litre tanks with an annual yield of 57,000 litres, this is 57 million litres that would not have reached a river or ground water system, or -- viewed another way -- is taken from either the environment's entitlement or another productive use."


That is suggesting that all rain water that falls ends up in river and ground water

Is their a Tax on using bore water? Same principle. When using a bore you are taking water out of from the water table. We don't have a bore here because they have to drill down too far... big $$$.

It doesn't makes any sense at all. Maybe in dense residential areas where there is just a sea of houses, but even a small tank will overflow in a decent shower, but in urban/semi urban areas there is plenty of exposed ground for natural water runoff.

Btw... It just peaked at 42 degrees (107 F) here outside. We don't have the aircon on, just two or three fans, and it is quite comfortable inside. Thank god for insulation and verandah all around the house. Both neighbors have their air cons roaring...
