the government will never be able to successfully moniter individual tanks via the use of water metres if thats what you mean, they would be too easy to bypass.

VB... there's a difference between "illegal" and "Well I had no idea what was going on" which apparantly makes it alright...

Well at least in the wheat trade anyway...

errhum! if you refer to point 2) a bi annual inspection fee indicated that if your system is not inspected then it will become illegal or unsanctioned.........if that isn't considered a defacto licence fee then i don't know what is ;)

I think Joel should be the over all judge on the outcome, and i'll accept whatever ruling he makes in 729 days :)

Regarding that borehole issue - our achool has one and it has been metered - for 'observation' over the next year or 2, there after there is supposed to be tax/charge that will be applied :(
Now, if they tax the rain water collected then they are forgetting that a lot of that water would have been used up by plants (before our little parcles of land were developed, paved and covered over... We have too much water flowing off our rooves and yards as that water which would have simply soaked into the soil is now directed into storm water systems, which are as a result subject to flash flooding... when water falls on a vegetated area, the plants slow the water down as it travels over the surface so that it has time to soak into the soil, and it is also reaching rivers/streams in a slower (cleaner) fashion)
Now that the land has our hulking homes on them and driveways, roads (the list goes on) the same ammount of water is falling, but less is penetrating the soil - we have MORE run off than ever before!
I would say that it is our responsibility...NO, DUTY to collect as much of that water as we can so as to slowly water our precious plants/animals etc, and prevent water erosion and flash flooding!!!!
*** pant pant pant **** That is my rant for today - as if the politicians dont get a big enough pay cheque, now they want to increase THEIR coffers and drain ours *mumble, mumble, mumble*

Perhaps the specifics of the wager need to be refined a little to avoid unnecessary arguments (or you crying at the end Steve :roll: ). I guess I should have had more say in coming up with the wording. Am happy to pay out if we Queenslanders are required to pay a licence fee, tax or levy (straight - not defacto) for the privilege of having a rainwater tank/collecting water from our roof and thereby not entering stormwater.

so mandatory forced and charged "inspections" don't count? I think they should, its a sneaky way to get around charging an outright tax

I don't think they will happen either to be honest (not like with biocycles for instance), paricularly if tank is not connected to drinking water taps and stuff (which would be the case in most instances).
