I would have thought ... that it's often the"actions" taken...

That lead to the conspiracy theories... or questions about the "motivation".... :wink:

Yes I agree that the actions certainly lead to others questioning motives and coming to conclusions that may be described as conspiracy theories (true or not).
If we want to bring up an issue though, I think we should stick to verifiable actions and leave the possible motivations out it, if we wish to maintain credibility in the eyes of those not familiar with the topic.
