I thought aphids straight away? Do you have a photo or more info? For insects i alway try a jet of water first. In the long run attracting predator insects is good.

Looks like aphids of some type, try blasting them with water, or squashing by hand or wiping offwith a dry cloth, ladybirds will eventually find them a clean them up but the plant is usually buggered by then.
