My advice which can be taken with a pinch of salt, (not table salt though..) is to start medium size, that is plan your system with the intentions of expansion. So up size the pipe work, fish tank and sump (if used).
I'd imagine ibcs would be available there (see ibc of aquaponics top right) quite modular however they can be limiting. If you can get a big round fish tank, do.
The more water in the system the more stable the system.
AP is not a miracle grow and does take a while to get going so the sooner you start the better.
