It appears that one of our neighbors (who built a McMansion next to us) can see our pond from a window on the second story of thier house. The city has not seen our pond, except from the neighbors window. We do not have mosquito larvae or rodents, just a neighbor who has 3.2M mortgage on thier house, built next to the oldest house on the street (ours).

From what i understand , American polotics is basically run by the gun-lobby. Say the fish are for target practice , get the gun-lobby on your side and worry's are over.
More seriously , as with most governemnt bodies , they require specific replies to the criteria of their questions. DO NOT expect them to be able to think outside the square.
Collect as much data as possible about the fish you have eating mosquito larvae ,, your Gambusia , print data , try and source from the governemnts own data ,, hard for them to argue against themselves.
As for Rodents ,, not sure ...........

Over here in Orange County, FL, my neighborhood has a lot of nosy neighbors who always see to want to be into everyone else's business. Luckily, the code enforcement officers who have been sent out here didn't seem to think anything was out of order. (well other than my mom's RV which next winter we will have to get a permit for it to be stored on my property while she is staying with us and we will have to put it in the back yard instead of on the driveway.)

Anyway, getting a copy of what ever codes apply and then there are usually ways to fit into the laws if you know what the laws are. Reflecting ponds and butter fly gardens might be legal where commercial aquaculture and hydroponics is not. Good Luck.

Finally back on task. Last week we had the Director of Code Enforcement and the City Attorney over for 1 1/2 hours showing and explaining the system. They left both educated and excited. The Director of Code Enforcement said that he felt overwhelmed with all the information we gave to him.

Today I installed a new Reeflo blackfin BF6000 pump, 6000GPH at 288 watts; much better than my Hayward 6700GPH at 1.2K watts. I hope by next week, to have water to the garden tubes, and planst started.

As I see it, and aquaponics system is better than a pool. My neighbor here wastes lots of water when doing whatever they do to maintain their pool. Who knows what chemicals or contaminants they are dumping to go right into the ground water not all that far from my well. I'm glad you were able to show them that your "pond" is more of a benefit to the neighborhood than a problem.

I can almost guarantee you have a vocal busybody neighbor who is making the complaints. There is also the natural pools around the world that are basicly balanced systems.

But really it's just a koi pond. You are still running pumps filter etc.
Good luck with the local Government. The local governments are starting to allow chickens in backyards again hopfully you can grow your ap system.

Ah but it sounds like these are the sort of neighbors that would only eat food that magically appeared in a grocery store. They wouldn't want to eat something that actually grew on a plant outdoors!!!!! In Nature?????? Without Chemicals!?!?!?!?!

Same people that think it is somehow indecent to eat an egg from a chicken you have actually seen instead of getting one that had a truck ride to get to the store first and has been in cool storage for at least a month.
Then again, they probably don't believe steak actually comes from a living animal but is somehow manufactured somewhere in the back of the store.
