I am introducing my wife Hanna and myself, we are pretty new to this, my brother in Oregon has a system so I built one in my shed, it is a 1000 liters with 32 tilapia, and green beans growing on topI hope to be able to find out the things I need to before the whole thing goes belly up on me at once. its been up for over 3 months now and doing OK, but the water is looking cloudy and I worry about water change with the water in the pipes still being cold up here in the mountains.

Don't worry about the cloudiness. I would not do a water change.
