Wow that is pretty neat. I can see it now. BYAP offering bacteria kits to 'grow' a tank and grow beds.....

They would have to be judicous where they placed this. Saw a piece on history channel's "How the Earth was Made" about the Sahara. It appears that in about 20,000 year cycles the Sahara goes from lake/river systems to desert and back again. The Mega lakes were hunderds of feet deep during the wet cycle.

The only issue I see is water and water.

You need water to feed the bacteria and keep them alive, water is also slightly acidic especially rain water. It would undo the binding properties of calcite.
