We went over low impact systems for third world countries in the forum here, called, "International Aquaponics Task Team". The author was Synaptoman. Unfortunately, the idea never went any further than discussion. Using animal energy, hand cranked water pumps, wind mills or using a steady stream of water to flush a fish tank, to a grow bed, to a fish tank, to a grow bed in a daisy chain fashion, until the water finally exited as drain to waste were about the best we could think of that were not using any electricity.
