I will guess the safety of the solution will depend on any surfactants in the detergent. We use a phosphate free "eco" friendly detergent -- we haven't lost a fish to it yet.

The whole concept of using an oil is to suffocate the bugs, you don't necessarily need a toxic solution to do this.
