Will this critter eat my veggies? Research says they pretty much eat tree leaves.

This is some damage to a Kentucky Bean plant. Can anyone tell me what's causing it and what I should do to stop it? I've sprayed the leaves with Neam oil. This is the underside of the leaf.

I read that they PREFER oak but eat almost anything else. So I would advise getting a specific repellent for that bug. Good luck!
