Most of the visible symptoms from the earlier pics are gone, the plants appear healthy, they just are simply not growing.

So basically if they are planted too early, or are shocked, is that basically it for them for the season?

Also, suggestions on where to get blood and bone meal in the US? Is there an exact product?

For peppers the yield is reduced if they are put out too early - I believe it's soil temps below 60 F probably the same for water temps. As far as the other plants, some will recover and some won't. I think the basil will eventually take off since mine is currently growing very slowly and my water temps are about the same as yours. Since it sounds like they are recovering I'd stick with them for now. I usually find the early season to be a slow start for some types of plants in AP (warm season crops) - I rely more on wicking beds for these now. Crops like kale do very well though.

You may have to buy the blood meal and bone meal as separate items. There is pretty wide variation in the NPK but they get the job done. Look at garden centers or large retailers like Walmart, Home Depot... might have it.
