It is bird poop. The black specks are seeds from whatever they have been eating. The white is the liquid poo, most of which looks to be washed away.

I see why you can think that, but they are all so freaking uniform. They are all the same size and have the same white thread. That would mean they only pooped one seed everytime. Not saying you are wrong, just not making sense to me...

I think they are seeds and the white bits are the fluff that carries them on the wind, which is now wet possibly having passed through the gut of a bird, pooped out and then been rained on.
