I think that's just to cover any potential liabilities. Also, in the US, fish don't have the same protected status food animals and people do. So while it may be safe for human consumption, to market a product for those purposes, you have get special approval. Some of that varies by state.

I looked at making some extra money by buying fish food in bulk and looked up some of the laws (varies by state) regarding repackaging. Basically, no one really regulates fish food except if it goes for human consumption. There are a few states that do, but most don't. So no special license, no special facility, to do what I was thinking (I worked the numbers, not really worth it).

There are a lot of fish medication that fall under the same category. If you go to the FDA website, you have to get approval for each class of animal. Agriculture livestock, dogs, birds, and pet fish are in different categories.

Basically, they probably posted the warning on the bottle so they don't have to worry about regulatory hurdles and red tape. They also don't have to worry about someone misusing the product.
