Have you tested your water quality to see if it's ready to add new fish?
As for the tilapia, many factors determine how fast they will grow. There are several different types, including some hybrids that grow faster than others.
I have noticed that my Mozambique tilapia grow slower when they don't have as much room to grow in. The males I have are also growing a bit faster than the females.

I'd recommend getting yourself a API freshwater test kit. You might be able to add the talapia now, but without the test kit, you won't be able to track ammonia & nitrite levels. And you won't know to slow down/stop feeding if something is going wrong.

You can get away without testing much on a mature system, but it's a little silly to do it on a new system.
