I went with a poured concrete walled tank with water stops on all the wall to floor connection. The one thing I didn't account for was the metal tabs that are stuck in the wall that held the forms together. These tabs started surface rust immediately after the walls were poured.

I was going to use a concrete sealer X-3 that soaks into the concrete making a water proof barrier.

How should I handle the metal tabs:

1. surface coat them with concrete prior to the X-3
2. paint them first before the X-3, what rust stop paint would be good for a fish tank?
3. X-3 first, then paint over the metal tabs, what rust stop paint would be good for a fish tank?

Is it possible to cut them off with a grinder and then seal over?

Maybe throseal or other types of cistern coatings.

I didn't explain it well. They are snapped off below the surface so they don't need to be ground down. They are right below the surface, so it would be easy to put throseal or other seal over top of them. I want to use X-3 concrete sealant due to the cost and labor to throseal or otherwise coat the whole tank (its quite large). Can you X-3 over throseal or should I concrete over them with thin set or mortar?

How about a quality adhesive like sikaflex?
Fill the holes up and paint straight over them, you will want something that sticks really well.

I'm sorry I haven't updated this post. In the end I mortared over them and then sealed the mortar and concrete together. I don't think it was the best idea. The mortar isn't sticking too well to the wall.
