Yeah I didn't think that you were :p It just explains why the ball valves would be used, because you want all your toilets to flush at once! For flood and drain with standpipes as the overflow, in some (maybe even most!) cases it doesn't seem warranted if the plumbing/pipes are designed with even fill in mind :)
