But...not right to the very top. As this will prevent you from being able to flood the bed above the gravel to control slug or ant infestation.

Trust me...I know...I've had slugs slaughtering my plants for months, and its almost impossible to get rid of them without being able to flood the bed above the gravel.

Have you tried iron sulphate pellets? I used those thinking they were safe enough to use on top of the beds.
