I can get a hold of 3 IBC's which I am told previously contained a chlorine based chemical cleaner.
Would you think i could clean these appropriately for my system? If so what would you suggest that I clean them with?

Wash with fresh water tan give a good pressure clean scrub with white vinigar and bicarb. Give another wash and pressure clean. If you can still smell chlorine fill with fresh water and run an airstone or two inside to boil off the chlorine. Leave for a week and should be fine.
