Could one use just a pH chart gleened from the internet, and some pH paper strips, or litmus paper as i used to call it as kid, when i licked it to see it change colour? (I lead a very sheltered life, apparently, so i'm told :D)

Well your going to need an Ammonia ,Nitrites and Nitrate tests on top of needing a PH tester so its probably easier and more reliable to buy a fresh water master test kit that includes all of the above tests.
