Permits and Licenses The North Carolina Department of Agriculture and Consumer Services grants an aquaculture license for a period of five years. The license is free. Because tilapia is not a native species, written permission from the North Carolina Wildlife Resources Commission is also required of new growers. A capacity use permit is required for well-water withdrawals in some areas. If the proposed aquaculture operation is not in a wetland and does not meet the criteria of both (1) discharging water more than 30 days per year and (2) producing more than 100,000 pounds per year, it is likely that no other permits will be needed.
