I am considering setting up a small system to grow out small barra fingerlings over next winter so they will be a decent size for my bigger system next summer. does anyone do this in Perth? Is it viable heating a small FT (~200-300L) to 25deg over winter?

If you can put the tank inside shed/house it wont need a lot of power to heat to 25c

Don't you transfer them into a larger outside tank when the water gets hot enough. How fast do Barra grow?

The system would probably need to be inside since the grow beds actually have a huge effect on the temperature of the water. Then it can be challenging to keep the nitrates at a reasonable level with indoor plant growing unless some good lights are in use.

I'm trying to overwinter some tilapia in an indoor aquarium but I fear they are going to overload/outgrow the tank before the winter is over. :?

Zeolite and a slow water change with the outside tanks.
