The scenario is that in a CHIFT/PIST system the FT overflows into the GB which slowly fills until the bell siphon quickly flushes it to the sump.

Do the roots get enough time exposed to the air as opposed to being submerged? Is there any benefit in setting up a header tank between the FT and GB so that the FT slowly overflows into the header tank, which then drains into the GB via a bell siphon? The GB would flood quickly then drain quickly, of am I worrying about a problem that doesn't exist?

That will work fine :)

The quick draw in of air is all that is required, even growbeds that stay constantly flooded do ok too.

Also if the water you are using has plenty of D.O your plants should be fine.
